I had not heard of this reference before but picked it out of Raymond Chen's blog, and it struck a chord with me.
Brooks' Law as it refers to software development states "adding manpower to a late software project makes it later". The same principals I've found also apply to projects - usually throwing more people at a project mid-stream has more negative than positive effects.
